What is the PARF rebate and how is it calculated?

The PARF rebate is a part refund of the Additional Registration Fee (ARF) that LTA pays when you deregister a car, based on the car's age at deregistration. It is nil after 10 years. For cars with COEs from the second bidding exercise of February 2026 onwards, it is 30% of ARF at up to 5 years old, falling by 5 points a year to 5%, and capped at $30,000. Older cars follow an earlier schedule.

What does PARF stand for, and when is it paid?

PARF stands for Preferential Additional Registration Fee. LTA grants the rebate when a car is deregistered, meaning scrapped at an LTA-appointed scrapyard or exported. It is based on the age of the car at deregistration and the ARF paid. The rebate is valid for 12 months from the deregistration date (LTA OneMotoring, PARF and COE rebates, last updated 12 February 2026, read 22 October 2026).

Which cars qualify?

For private, off-peak, company and private hire cars, LTA says the car must have been brand new when registered in Singapore, or an imported used car no more than 3 years old at registration on or after 1 September 2007. It must be no more than 10 years old at deregistration and must not have been laid up before.

What percentage of ARF do you get back?

The percentage depends on the car's age at deregistration and on when its COE was obtained or, for cars without a COE, when it was registered. LTA publishes three schedules:

  • Before 15 February 2023: 75% of ARF for a car up to 5 years old, then 70%, 65%, 60%, 55% and 50% for each extra year up to 10 years. No cap.
  • 15 February 2023 to 12 February 2026: the same percentages, with the rebate capped at $60,000.
  • COEs from the second bidding exercise in February 2026 onwards (registrations from 13 February 2026 for cars without a COE): 30% up to 5 years, then 25%, 20%, 15%, 10% and 5% for each extra year up to 10 years, capped at $30,000.

More than 10 years old is nil under all three. The change was announced on 12 February 2026 (LTA news release, 12 February 2026).

How do you work out the rebate? A worked example

Take a made-up car with $50,000 ARF paid, deregistered at 4 years old. On the post-February 2026 schedule that is 30% of $50,000, or $15,000, which is under the $30,000 cap. The same car on the pre-2023 schedule would be 75%, or $37,500. The figures are illustrative only, not a valuation of any car. Your LTA records show the ARF actually paid.

How is it different from the COE rebate?

They are separate. The COE rebate is the COE quota premium (QP or PQP) paid, multiplied by the unused COE months, divided by 120. You can get both on the same deregistration, and neither is paid if you do not deregister. Clear any outstanding LTA matters and car loan before you deregister.

What does it mean when buying or selling a used car?

If you sell a car instead of deregistering it, there is no cash PARF payout to you, but the car carries its remaining rebate and COE value to the next owner, which is why buyers look at age and COE left. Compare that with the options in car near the end of its COE: export, scrap or renew, and see how exporting your car with us works.

Frequently asked questions

Is the PARF rebate paid when I sell my car to someone else?

No. LTA grants the PARF rebate when a car is deregistered (scrapped or exported). If you sell the car on, the rebate stays with the car and the next owner benefits, so it is worth allowing for when you agree a price.

Did the PARF rebate change in 2026?

Yes. LTA announced a revised schedule and cap on 12 February 2026. For cars with COEs from the second COE bidding exercise of February 2026 onwards, the rebate is 30% of ARF for a car up to 5 years old, falling to 5% in the tenth year, with a cap of $30,000. Older cars keep the earlier schedule.

Does a car over 10 years old get any PARF rebate?

No. LTA lists the rebate as nil for a car more than 10 years old at deregistration. Only the COE rebate for unused months may still apply, if the COE has not expired.
